STITH’S RESIGNATION LETTER SAYS IT ALL. WHEN WILL THE COUNCIL ADMIT THAT THEY HAVE MADE A SERIOUS MISTAKE (AGAIN) AND HIRE A COMPETENT MANAGER/BOOKKEEPER/CLERK. ANYBODY BUT HEATH IS THE BATTLE CRY.

I thought I saw an idiot. – I did, I did see an idiot. Her name is Stacy.
When I did my sample budget for last year’s budget hearings, Willie Jefferson, Tanja Brown, Rhett Bullard, Walter McKenzie and Helen Miller LAUGHED at the idea that the town could get along with 3 police officers.
But that is what we have done for the past several months while the idiot Tracy Rodrequenz recovers from a motor cycle accident that has left her highly immobile and unable, we are told, to drive a car. How can she do her job which is to patrol if she can’t drive a car?
It’s another case of mismanagement of resources by the corrupt town council and its senior town clerk, Stacy Tebo. Could it be that Tracy knows where the bodies are all buried and so cannot be placed on administrative leave. I tell you, the more I learn about Stacy Tebo and her leadership and management the more my arse wants a dip of Red Rooster snuff. She is totally a waste and we, the town, would be well served to terminate her contract immediately.
As a case in point, Chief Stith resigns as Fire Chief and Tebo’s first reaction is to cut off his e-mail privileges. It wasn’t to talk to Steve or to examine her own short comings, it was to cancel his e-mail account with the town. The lady has got to go and sooner the better. And while she is getting out of town she should take the foolish idiot Tomlinson with her.

The Town of White Springs has lost a great Fire Chief today. Steven R. Stith has resigned effective immediately due to our Town’s lack of professionalism, ambiguous policies and procedures, inconsistent application and enforcement of both obviously the Town’s also lacking leadership. He and other firefighters do not need to be demoralized by a Town Manager and a Council who approves of this unfair treatment of its volunteers.
Steven R. Stith has served our community for several years and we owe him gratitude and thanks for his service and dedication throughout the years to make the White Springs Fire Department great. Instead the Town did not see fit to communicate with the fire department by ignoring the issues brought to its attention by others which have resulted in conflict and demoralization of staff. Mr. Stith should not have been deprived of fair and equitable treatment and the Town officials, staff and Town Manager forget apparently that it is their duty not only to serve its citizens but to especially treat volunteers with respect.
Our volunteer firefighters are required to pay for their own training and to my knowledge the Town has never provided any enticement, monetary stipend for firefighting, and it possibly provides something around $3,000 a year for equipment. This equipment does not even cover the expensive gear firefighters must have. Citizens who care are fearful that if they donated money it would be taken into the Town coffers rather than going to the Fire Department. At one time the Special Events Committee gave over $3,000 for firefighter’s gear for which Mr. Stith brought to a council meeting to make us aware of what is now required and thanking the Special Events committee.
Mr. Stith after the last ISO inspection saved the Town’s Citizens thousands of dollars in insurance premiums. The ISO at that time had several requirements including a building to house all equipment, more firefighters and special training. If not for Mr. Stith’s diligent efforts, our fire classification would not have remained a Class 7. Instead it would have been a Class 9 or 10 which would have constituted possibly an increase in insurance premiums of up to $200-300 monthly for your homeowners and business. The ISO requires not only minimum facilities and practices but equipment capacity. Records are required to indicate the date time and location of a fire of responding members; the number of training sessions and maintenance of apparatus and equipment. An up to date roster must be kept as well.
Mr. Stith as a fire professional who retained our ISO rating has worked with our volunteers….one of which I understand is detective Brownfield as well as Andrew Greene to assure everything goes smoothly in the event he is at his job in Jacksonville. The Town officials at one time were upset that Mr. Greene gave his time to volunteering when he is paid to handle the Wastewater Treatment Plant. What is amazing is that the Town values their police officers who are covered subsequently by the Sheriff’s office, but it has never valued it’s volunteer firefighters.
We already lost two firefighters before I moved to White Springs and how the Town Officials can be that ignorant to not understand that our firefighters place their life on the line to save property and human lives is beyond the pale. And we have a volunteer force which the town does not have concern for nor it’s fire chief, apparently. White Springs should assist their volunteers at every level including a stipend for every fire the volunteer fights. The Town was fortunate Mr. Stith had a lucrative job outside of White Springs so that he would take the very small amount of money offered for his long hours and training of firefighters.
Mr. Stith’s goal was to expand the White Springs Volunteer Fire Department which is a lofty goal in this day and age even if the Town treated it’s volunteers well. As stated in his letter, during his time as Fire Chief, his department has secured grants for a new fire truck, a six wheel all-terrain vehicle, an enclosed trailer and a new fire station.
Mr. Stith also has held various fund drives with his wife along his side in order to secure donations for furnishing the new fire department building.
This is the training the ISO requires of Volunteers:
Company Training of 16 hours per month for a total 192 hours per year; Six hours of Hazardous Materials Training; 12 hours per year of Driver Training; 60 hours of New Driver Training; 12 hours per year of Officer Training; 240 hours of Recruit State Certification Training; 18 hours per year at Facility training Center previously called Training Drills; and One Pre-Planning Review per year.
As you can see once a Volunteer completes their training they can use both online courses and hands-on activities to complete requirements, but each volunteer and the Chief have many requirements to fulfill. And these requirements are automatically tracked and reports must be generated perfectly for the ISO reviewing processes. Being a Firefighter is probably one of the most difficult and in White Springs, one of the most Thankless jobs.
White Springs Officials, Manager and Staff: I hope that you are happy that you have damaged our volunteer firefighter program beyond repair. You have treated our firefighters unfairly for years and even confiscated money the fire department received as donations and drives for your own use. You do not assist our volunteers with their education; you are unwilling to work with our Chief or our volunteers, treating them unfairly and dishonorably and you do not even offer a stipend such as $50.00 per fire per volunteer when the firefighters are using their own transportation and hours to fight fires and to maintain our Fire Department. Shame on all of you for disparaging our Firefighters and their Chief. It is the Citizens who ultimately be hurt by your continual follies. I frankly do not know how Chief Stith has handled your previous mishandlings but it obviously has become worse when Ms. Tebo has now followed your instructions.
White Springs has been dysfunctional since I can remember. The same officials are voted in bi-yearly and they will do anything in their power to stop an outsider from coming in. That is because they have their own agendas and none of these agendas include assisting the Citizens of White Springs. The office personnel are unfriendly and sarcastic other than for Ms. Rivers and I think it is time for the Citizens to think seriously about the way our Town is operating. Maybe when you no longer have a fire department and it hits you in your pocket book or your house burns down and you have no insurance, you will finally realize how important firefighters are.
I am so disappointed and saddened that we are losing a Great Fire Chief in Steven Stith. He has done so much for the Town of White Springs and whether you know it or not, he has saved each of you thousands of dollars in insurance costs as well as that wonderful feeling of being protected by the first responders in the event of a fire or other calamity.

P.S. Since I believe it takes four firefighters to man a firetruck per ISO requirements, you’d better be nice to the remaining firefighter volunteers or else Stacy Tebo will have to get a certification along with the Council to fight fires.
As Ms. Tebo paints herself more and more in a corner (looking a lot like Bill Lawrence and Robert Farley) I thought I’d take a minute and remind my readers of some of White Springs last magnificent hires.
First off we hired the morally degenerate, then and now, Robert Clayton “Bobby” Townsend. Say what you will about his personal proclivities at least he was a LEADER. He knew the job and DIRECTED OTHERS to do theirs. He even worked well with the two worst hires the Town ever made.
Some 17 years ago the town hired first Shirley Heath and then Pam Tomlinson. The reason White Springs can’t and won’t prosper is because of these two public (what a joke) servants.
The desire of the town citizens to hire, via the ballot box, completely incompetent fools like Walter McKenzie, Willy Jefferson and Tanja Brown is a mystery to me. But even Townsend worked, and lead, the Town in his own perverted sense of direction.
But Shirley and Pam, with one GED between the two of them, have been at the helm for so long and so hard that I doubt we, the town, will ever get out of the mess we are in. Pam can’t even operate a calculator much less a ten key and has been keeping, screwing up would be a better phrase, our books for 17 plus years. NO WONDER THE TOWN IS SO SCREWED UP.
So we hire a new town manager, with all of the credentials only to neglect to hire someone with any leadership capability. Tebo is nothing but a glorified clerk doing Pam’s job because Pam can’t do it herself. We deserve to go down the tubes.
And that takes us back to Townsend. At least the old boy could lead. It might be 12 year old little boys or prisoners but he could lead.
And while we are talking disastrous hires lets not forget Walter McKenzie and Willy Jefferson’s favorite hire, Joe Subic. The town should be ashamed yet it s impervious to sound common sense.
Tebo, like Farley and Lawrence has got to go. And Pam and Shirley need to go with her. NO NEED to hire Shirley as an interim town manager while we look again, just rehired Townsend. At least the old boy would lead us somewhere whereas Ms. Tebo couldn’t lead us out of a sack of crap.

I can’t make judgements regarding things outside my realm of involvement and duties. I can address questions about things that were passed or considered by Council during their meetings. Not following their advice would be doing a disservice to the Town.
You’ve had a lot of good ideas. It would be great if I had enough time to properly research all the good ideas that are thrown my way. Unfortunately, this is a very small staff, and we have a lot of things to improve in our operation.

Joe Subic- Fired by Town of Williston, Two books were written “444 Days: The Hostages Remember” by Tim Wells and “Guests of the Ayatollah” by Mark Bowden that depict Joe Subic’s cooperation with his captors. At a hiring meeting printed excerpts from the Tim Wells book were presented to each Council Member, but they hired him anyway. In hindsight, He was the type of Looser they wanted
